Habilitar Telnet ZTE ZXHN H108N V2.5

Tengo un ZXHN H108N V2.5 y eh intentado acceder a telnet para modificar algunos valores pero dice: No se puede abrir la conexion al host, en puerto 23: Error en la conexion, pense que los puertos estaban cerrados, asi que abri el puerto 23 y volvi a intentar y nada, eh intentado modificar el archivo de configuracion: config.bin, que es el archivo de restauracion y eh notado que el telnet esta completamente deshabilitado:




y hay otro problema y es que no puedo modificar los valores, solo puedo verlos
Quisiera saber si puedo habilitar telnet o talvez usar otro metodo para habilitarlo.
